New dwellings in Harnaschpolder
In the new building area Harnaschpolder, about 1,300 new dwellings will be built during the next 8 years. The building programme in the whole area consists of 30% social housing, equally divided by rented and owned apartments. To reach a mixture is Social housing spread over the whole area.
To develop energy- and cost-efficiency standards for the entire project, the first stage of 300 new eco-building dwellings, in total 30.000 m2, will be realised within the concerto project. These dwellings will have an energy efficiency of 20 percentages below standard. The dwellings will also be connected to a low temperature district heating system with 70% of the heat demand covered by residual industrial heat.
In the entire area of the Harnaschpolder project is the city of Delft striving towards an Energy Performance Coefficient (EPC) 20% beyond the current legislation. In these 300 new dwellings the strive will be manifested by a required EPC of maximum 0.7 in combination with an Energy Performance on Location (EPL) of at least 7,5.
To achieve these energy performance indices, the EPC and EPL values will be an integrated part of the area’s building permits and the city’s contract with developers and contractors. The realisation process could be simplified and divided in 5 parts:
