Low temperature district heating



Low temperature district heating in Delft


A citywide heat transport system will be realised in the city of Delft. The system connects an industrial area with residual heat to several building locations. The SESAC locations of Harnaschpolder and Potahof will be among the first areas to receive heat supply through this new heat transport grid. Some minor building sites outside the Concerto area will also be among the first to be supplied.

A dedicated Heat Transport Company (HTC) will be responsible for the realisation of the new energy infrastructure. The project will therefore also include a demonstration of tendering and contracting a HTC, from the industrial heat tap and heat transportation, to the final connection and supply to the building locations.

The main task is to technically and financially construct and establish a low temperature heat transportation infrastructure connecting the individual building locations and their heating systems to the heat sources of the industrial sites. The Heat Transport Company in Delft is expected to be a Public Private Partnership where the Municipality of Delft is one of the public partners. Among the pre-qualified and potential private partners are R3 ROM Rijnmond Residual Heat and a currently developing Heat transport entity based in Rotterdam.

The realisation process could be simplified and divided in 3 parts:

- Contracting both ends of the heat transport chain. On the industrial site, the contract describes heat supply and therefore focuses on technical and spatial integration of heat collection and back-up facilities. On the building sites, contracts are made with energy distribution companies (traditional utilities). Individual contracts for customers with large demands are possible. For the SESAC site Poptahof, a contract is made with Woonbron-Maasoevers as the owner of the neighbourhood distribution system. The building site contract focuses on tariffs, temperature regime, heat pumps, construction pace and responsibilities for back-up facilities.
- Constructing and connecting the central heat transport grid at the industrial site and at the building locations. Next to the heat transport grid’s back-up facilities is there likely to be a part of the infrastructure, where current and temporary systems for heat supply could be used for later back-up systems. The infrastructure will be designed before starting the tendering procedure, and it will be tendered to potential and pre-qualified contractors according to the public tendering procedures.
- Check-and balance operations of the industrial heat tap, heat transport and distribution and connection systems will be done parallel to the successive implementation. The results will be the basis for optimisation of technical and contractual parameters and will also serve as input to the continuous collection and evaluation of data.
